  1. Usage: ON [#|+|-|^|&|@]SIGNOFF [-|^]<parameters> [action]
  2.   This is activated whenever someone on a channel you are on
  3.   leaves irc.  Normally, the display would show:
  4.     *** Signoff: <nickname> (<reason>)
  5.   but, of course, you can change this.  If <nick> is your own
  6.   nickname, then the action will be taken when you exit
  7.   from irc.  The parameters are as follows:
  8.     $0  Nickname of person who left irc
  9.     $1- Reason for the sign-off.
